8 teenagers Shoot after skating

GARY, Ind. — Authorities say eight teenage boys were shot while leaving a Gary, Ind., skating rink where they were attending a concert.

Police Cpl. Gabrielle King says "chaos broke loose" when a fight erupted Friday night event at World of Skates. Police say the shooting started in the parking lot.

The victims were taken to three area hospitals, where some remained Saturday. Police say they ranged in age from 14 to 18, with wounds in the legs, wrist, stomach or back. King said injuries weren't believed to be life-threatening.

King said Saturday evening no arrests had been made. A message seeking comment was left at World of Skates.

King said the wounded weren't clear on what prompted the shooting.

Gary is 30 miles southeast of Chicago.

200 dead after religious fight

OS, Nigeria – More than 200 bodies — many of them women and children — lay in the streets of a central Nigerian town after a renewed spate of Christian-Muslim violence, witnesses said Sunday, just months after religious violence tore through a nearby city and left hundreds dead.

Yemi Kosoko, a reporter with the independent Nigerian news network Channels, told The Associated Press most of the bodies appeared to be women and children killed by blows from machetes. Kosoko said the dead lined the streets of Dogo Nahawa, a village about three miles (five kilometers) south of the city of Jos.

Kosoko said he made the count Sunday afternoon with an official from the state government. Military units began surrounding the affected villages around the same time, said Red Cross spokesman Robin Waubo. Waubo said the agency did not know how many people may have died in the the fighting, though officials have been sent to local morgues and hospitals.

Witnesses said the violence began in the mostly Christian village at about 3 a.m. Sunday — an hour when the area should have been under curfew and guarded by the military. Jos has remained under a curfew since violence in January left more than 300 people dead — the majority of them Muslims.

Police and military officials declined to comment on the attack or the motivation for the violence.

"It appears to be reprisal attacks," Waubo said.

In nearby Bauchi state, more than 600 people fled to a makeshift camp still holding victims of January's violence, said Red Cross official Adamu Abubakar.

"They started running away from the fighting," Abubakar said by phone. He said more continued to come.

Sectarian violence in this region of Nigeria has left thousands dead over the past decade. The latest outbreak came despite the Nigerian government's efforts to quell religious extremism in the West African country.

Council to consider city office positions, TEA Party request

CARLSBAD — The newly elected city council and mayor will appoint individuals to fill city offices in a special organizational meeting Tuesday. A mayor pro temp ore will also be selected during the meeting.

Among the offices to be appointed are City Clerk, Director of Community Development, Human Resources Director, City Administrator, Director of Public Works and Utilities, Interim Police Chief, Director of Finance/Treasurer, Fire Chief and City Attorney.

More than 400 city employees will also be considered for continued employment with the city.

According to city code, if the council declines to confirm an existing director or city employee, a replacement will be selected by the Mayor at the following meeting. Any individual in office at the time of the municipal election shall hold that position until a qualified replacement is appointed, the code states.

On the agenda for Tuesday night's regular city council session, the council will consider granting the Cavern City Patriots use of the Beach Bandshell area for a TEA Party rally scheduled for Friday, March 19. The rally is expected to feature Joe Wurzelbacher, otherwise known as Joe the Plumber, as the keynote speaker.

In case you thought that the Arabs only cause disturbances in Jerusalem and the territories, a few hundred Arabs demonstrated against Israeli police in Jaffa, Tel Aviv area.

Arabs fled from Jaffa in 1947, but have since then came back with vengeance in ever-increasing numbers so that police have a hard time enforcing order there.

Another act of violance in Israel

Whether as another instance of car terrorism or because of a flat tire, a car with six Palestinians moved into the opposite land and smashed into an Israeli military vehicle.

All six Arabs are dead.

Another Alert of possible Earthquake 8.3

The Port of Tauranga is working to ensure ships in port are safely tied up.

The tsunami is expected to hit Mount Maunganui at 8.34 this morning, but is expected to be no more than one metre in height.

Local helicopters have been stood down and people are being urged to stay away from beaches.

Bay of Plenty group civil defence controller Eddie Grogan says the warning has prompted Port of Tauranga staff into action. He says they need to make sure all vessels are safe from any surges.

Mr Grogan says there is nothing at this stage to suggest the surge will come onshore.

Several events at the Mount have been called off and all boatramps have been closed.

New missle site in Tehran

missile.

Iran is building a new rocket launch site with North Korean assistance,
Israel Radio quoted IHS Jane's as reporting overnight Friday.

The new launcher, constructed near an existing rocket base in the Semnan
province east of Teheran, is visible in satellite imagery, according to the
report.

The defense intelligence group said the appearance of the launcher suggests
assistance from North Korea, and that it may be intended to launch the
Simorgh, a long-range Iranian-made missile unveiled in early February and
officially intended to be used as a space-launch vehicle (SLV). SLV's can be
converted to be used as long-range ballistic missiles for military purposes.

Both the missile and the launch pad, which according to Jane's is large
enough to accommodate it, point to cooperation from Pyongyang.

Tal Inbar, head of the Space Research Center at the Fisher Institute for Air
and Space Strategic Studies, said shortly after the unveiling of the Simorgh
that the rocket is a worrisome development since the missile could one day
be adapted into an ICBM, capable of carrying a nuclear warhead.

After analyzing images of the missile, Inbar said that it appeared to
currently be powered by liquid fuel, but could one day be configured to work
with a solid fuel propellant, a technology that the Iranians have already
begun using in their Sajil ballistic missile, which has a range of around
2,500 km.

"This is a major technological breakthrough and could mean that the Iranians
are on their way to obtaining an ICBM," he said.

Israel and other Western countries suspect that Iran is trying to build
nuclear weapons. Iran insists its nuclear program is peaceful.

In August 2009, President Shimon Peres told his Russian counterpart Dmitry
Medvedev during a visit to Moscow "The fact that Iran is investing billions
of dollars in the development of long-range missiles, in parallel to its
nuclear project, is clear indication of its intent."
The president said there would be no point for any country to develop
missiles capable of reaching targets so far and then loading them with
conventional warheads.

Evoking Holocaust imagery during the meeting with Medvedev, Peres likened an
Iranian nuclear bomb to a "flying death camp."

U.S vows to assign blame to Israel if talks fail

U.S. vows to assign blame if Israel-PA talks fail

The United States government has committed to playing a role in indirect talks between Israel and the Palestinian Authority, and promised that if the talks were to fail, the U.S. will assign blame and take action, according to a document sent by the U.S. to the Palestinian Authority, which Haaretz obtained on Friday.

The U.S. government sent the document to the Palestinians responding to their inquires regarding the U.S. initiative to launch indirect talks between Israel and the Palestinians.

"We expect both parties to act seriously and in good faith. If one side, in our judgment, is not living up to our expectations, we will make our concerns clear and we will act accordingly to overcome that obstacle," it was written.

This commitment by the U.S. was a determining factor in the Palestinians' and the Arab League's decision to agree to the U.S. proposal on indirect talks.

The document also reveals that U.S. involvement will include "sharing messages between the parties and offering our own ideas and bridging proposals."

The U.S. also emphasized that their main concern is establishing a Palestinian state.

"Our core remains a viable, independent and sovereign Palestinian State with contiguous territory that ends the occupation that began in 1967," the document read.

Regarding the settlements, the U.S. noted its continued commitment to the road map, which dictates that Israel must freeze all construction in the settlements, and dismantle all outposts erected since March 2001.

"Palestinian leaders gave the U.S. response a warm welcome"

A prominent Palestinian official told Haaretz that the Palestinian leadership welcomed the U.S. response, and the only reason PA President Mahmoud Abbas delayed responding to the U.S. initially was so he could receive support from the Arab League.

The Palestinians are especially satisfied from the U.S. commitment to put the blame on the side responsible if the talks fail.

New currency being introduced to the world? Dollar out?

Dominique Strauss-Kahn, the head of the International Monetary Fund, suggested Friday the organization might one day be called on to provide countries with a global reserve currency that would serve as an alternative to the U.S. dollar.

"That day has not yet come, but I think it is intellectually healthy to explore these kinds of ideas now," he said in a speech on the future mandate of the 186-nation Washington-based lending organization.

Strauss-Kahn said such an asset could be similar to but distinctly different from the IMF's special drawing rights, or SDRs, the accounting unit that countries use to hold funds within the IMF. It is based on a basket of major currencies.

He said having other alternatives to the dollar "would limit the extent to which the international monetary system as a whole depends on the policies and conditions of a single, albeit dominant, country."

Strauss-Kahn, a former finance minister of France, said that during the recent global financial crisis, the dollar "played its role as a safe haven" asset, and the current international monetary system demonstrated resilience.

"The challenge ahead is to find ways to limit the tension arising from the high demand for precautionary reserves on the one hand and the narrow supply of reserves on the other," he said.

Several countries, including China and Russia, have called for an alternative to the dollar as a reserve currency and have suggested using the IMF's internal accounting unit.

258 earthquakes in 7 days

In the past seven days there have been more than 258 recorded earthquakes of a magnitude higher than 4.5 on the Richter's scale. Chile alone has already experienced 81 aftershocks at a rate of 4 per hour since the first big earthquake of 8.8 struck on Saturday, Feb. 27.

Apart from the abundant seismic activity in Chile, moderate to strong earthquakes have occurred in several countries, among them: Ecuador (M5.3; 28/2/2010), Argentina (M6.3; 27/2/2010), Afghanistan (M5.7; 27/2/2010), Philippines (M5.7;26/02/2010), Japan/Ryukyu Islands (M7.0; 26/2/2010), Guatemala (M5.6; 23/2/2010), Haiti(M4.7; 23/2/2010), Iran(M5.1; 23/2/2010), Tonga(M5.7; 22/2/2010 with replicas of approximately higher than M5), and 2 earthquakes in Mainland China of M5.4 and M5.0 in the regions of Xizang, Yunnan on Feb. 26 and 27.

More than 700 people have been reported dead so far since Chile's devastating earthquake of 8.8 on Saturday.

Chile's earthquake was predicted by a documentary from National Geographic in 2006, but was censored by the Chilean government due to fear that the news would cause panic.

In 1960, Chile suffered the biggest earthquake ever recorded in human history, one with a magnitude of 9.5 Richter. This terrible event caused thousands of deaths, and the country's terrain was changed forever.

Holographic preachers or end time deception?

Holographic preachers are stirring another technology-gone-too-far debate among Christians.

While the dust over beaming preachers on a video screen on multi-site campuses has somewhat settled, the new 3D tool is raising more questions and concerns among some believers.

"Since so many of us in the west are convinced that entertaining pew fodder is critical to advancing 'the gospel' and that only a very few have the necessary gifts to preachertain – this will become the 'perfect' solution," Bill Kinnon, author of A Networked Conspiracy, Social Networks, The Church & the Power of Collective Intelligence, wrote in a recent blog post.

What has Kinnon and many other Christians talking is the holographic technology that music artist Madonna famously used at the Grammy Awards in 2006 and that one company wants to promote in churches.

Tony Morgan, pastor of ministries at West Ridge Church near Atlanta, introduced the technology as a possible church tool on his blog this week. He had visited with the company Clark (formerly Clark ProMedia) at their offices in Alpharetta, Ga., where they demonstrated the 3D tool. As he stood on the stage of the company's new theater, an image of another person was projected next to him. From the audience's perspective, it appears as if the other figure was actually present.

The technology itself isn't new to Morgan but it was the first time he saw it in person.

Houston Clark, whose company has been involved in "high-end video venue type production environments," is looking to get holograms in churches. He met with Ainsley Henn of Musion Systems based in the U.K. – the company responsible for the Gorillaz hologram in the Madonna show.

In an interview with ChurchMediaDesign.tv, Clark said the technology creates an "as if you're there experience" and "begins to extend the realism of virtual teaching venues."

"This just gives you a completely limitless palette for creating environments that don't look as if you're viewing them but look as if you're part of them because it's in three dimensions," he added.

Currently, there are some 3,000 multi-sites in the country. Some churches that have adopted the one church in multiple locations approach have turned their other campuses into video venues. In other words, the pastor preaches at one location and is beamed to screens in other locations.

Video venues stirred debate among pastors, some of whom felt it was making a celebrity out of the preacher.

Bob Hyatt, lead pastor of Evergreen Community and a church planter, argued earlier that video venues focus "entirely too much on the preaching gifts of one person."

Now with holograms slated to replace 2D video images of preachers at multi-sites, the technology is reviving the debate.

"Wow!!! Who needs fellowship anymore? Soon I will be able to sit at home in my pj’s and have my Pastor in my living room. Who needs a Pastor? We can have one hologram preacher for the whole world and then we wouldn’t need to pay for one. What is the church coming to?" one commenter named Schuyler Hedrick wrote in response to Morgan's blog.

Missiologist Ed Stetzer, meanwhile, sees the use of holograms in the church as a "natural evolution" of the technology.

"People watched their pastor live on a big screen at a megachurch, then they watched their pastor on video from another place, now the video goes from 2D to 3D," he commented to The Christian Post. "It is not a shift of philosophy but of technology. If you are already OK watching via video, this is just a new tool, not a new approach."

Adding his own two cents to the debate he sparked on his own blog, Morgan said he supports churches using technology to reach today's culture.

"Technology is not a sin," he said in an e-mail to The Christian Post. "Technology can be used to sin. Technology can also be redeemed to engage today's culture and present the gospel. As missionaries in today's world, frankly, I think the church needs to embrace technology if we are going to speak the language of today's culture.

"We can run from it. We can yell at it. Or, we can leverage it where it's appropriate to present the gospel and help people take their next steps toward Christ."

Having friends and neighbors who still don't know Christ and his unconditional love, Morgan said he's willing to face criticism for his espousal of new technology.

"If I'm criticized for my passion to present the gospel and help as many people as possible experience a life-changing journey in Christ, I'm willing to face that criticism to live out my conviction," he said.

According to Morgan, pricing on the holographic technology is "coming down quickly to the point that I won’t be surprised if we see this technology implemented in churches within the next 12 months."

"Not unlike other forms of video distribution, advancements in technology are making it easier for ministries to consider this form of communication as an option," he noted.

It sounds like something from a sci-fi film, but one in four Germans would be happy to have a microchip implanted in their body if they derived concrete benefits from it, a poll Monday showed.

The survey, by German IT industry lobby group BITKOM, was intended to show how the division between real life and the virtual world is increasingly coming down, one of the main themes of the CeBIT trade fair that kicks off Tuesday.

In all, 23 percent of around 1,000 respondents in the survey said they would be prepared to have a chip inserted under their skin "for certain benefits".

Around one in six (16 percent) said they would wear an implant to allow emergency services to rescue them more quickly in the event of a fire or accident.

And five percent of people said they would be prepared to have an implant to make their shopping go more smoothly.

But 72 percent said they would not "under any circumstances" allow electronics in their body.

The results appeared to surprise even the high-tech sector.

"This is of course an extreme example of how far people can imagine networks going," said BITKOM chief August-Wilhelm Scheer.

The CeBIT, the world's biggest high-tech fair, throws its doors open to the public on Tuesday, with Spain, the current EU president, this year's guest of honour.

German Chancellor Angela Merkel and Spanish Prime Minister Jose Luis Rodriguez Zapatero were due to speak later Monday in an official opening ceremony before touring the exhibition early Tuesday.

A total of 4,157 firms from 68 countries are to unveil their latest gadgets, a decline of three percent on last year as many high-tech firms stay away amid strong competition from other events.

Some 3,000 Jewish and Arab left-wing activists rallied in the Sheikh Jarrah neighborhood in east Jerusalem Saturday in order to protest against the settlement of Jews in the area and the evacuation of Arab families from their homes.



The protestors gathered in a soccer field in the neighborhood and waved Israeli and Palestinian flags before marching towards the Tomb of Simon the Just.


The religious site also attracted dozens of ultra-Orthodox worshippers and right-wing activists who came in order to pray and protest the High Court of Justice's ruling enabling the leftist demonstration. Police forces were deployed at the site.



"I'm glad to see there are still leftists in the country," left-wing activist Yoram Sorek told Ynet. He noted that "any political agreement will require Jerusalem's division and these settlements are aimed at preventing peace."



Leading the right-wing protest National Union chairman MK Yaakov Katz said, "We are very glad the marchers are shouting and coming. Any esoteric protest of Israel-hating Arabs and 'Peace Now' against Jewish heritage plays to our advantage."



Katz added that "10 years ago they protest in Har Homa, now there are 20,000 people there. They demonstrated in Kedumin and Beit-El and there also are thousands of people."


'Cooperation with Israel's enemies'

A haredi demonstrator said, "These are a bunch of pathetic Jews who come to defend Arabs who throw people out. They don’t study the Torah, they have no clue, they are the greatest villains."



Knesset Member Arieh Eldad (National Union) who arrived at the scene said, "The audacity of Israeli leftist groups has led them to betrayal in cooperation with Israel's enemies.



"This time they are disregarding the fact that any Jewish settler in the neighborhood is doing so backed by a court order."



The protest was made possible after the High Court granted the motion of Sheikh Jarrah residents who petitioned against the police's decision to ban the demonstration.



According to the court ruling, the protest was to be held in a restricted area, while 300 activists were to be allowed to rally in the street for half an hour.

WASHINGTON – A gunman coolly drew a weapon from his pocket and opened fire at the teeming subway entrance to the Pentagon complex Thursday evening, wounding two police officers before being shot and critically wounded, officials said.

Authorities said all three were taken to a hospital. Richard Keevill, chief of Pentagon police, said the two officers suffered grazing wounds that were not life-threatening.

The suspect, believed to be a U.S. citizen, walked up to a security checkpoint at the Pentagon in an apparent attempt to get inside the Defense Department headquarters, at about 6:40 p.m. "He just reached in his pocket, pulled out a gun and started shooting," Keevill said. "He walked up very cool. He had no real emotion on his face." The Pentagon officers returned fire with semiautomatic weapons.

Of the suspect, the chief said, "His injury is pretty critical."

The rush-hour assault happened outside a massively fortified building that nevertheless is near busy crowds of transit riders.

The subway station is immediately adjacent to the Pentagon building. Since a redesign following the Sept. 11, 2001, terrorist attack on the Pentagon, riders can no longer disembark directly into the building. Riders take a long escalator ride to the surface from the underground station, then pass through a security check outside the doors of the building, where further security awaits.

Shirley Dobson is chair of the National Day of Prayer Task Force and was among the names listed by the Freedom From Religion Foundation in a lawsuit filed in October 2008.

“Prayer proclamations are a long-established and cherished American tradition going back to the Founding Fathers,” said Alliance Defense Fund senior legal counsel Joel Oster.

ADF attorneys represented Dobson.

“The lawsuit against Mrs. Dobson was based on the ridiculous argument that a private citizen can violate the law by praying, and it is just another example of one radical organization’s allergic reaction to anything involving God,” Oster continued. “FFRF is showcasing to America that its true agenda is not to just silence the government, but private citizens, as well.”

FFRF argues that the Constitution was “written to be a godless document” and challenged the federal law designating a National Day of Prayer and requiring a National Day of Prayer Proclamation by the U.S. president. The Wisconsin-based group maintains that government-issued proclamations encouraging citizens to pray are unconstitutional.

Besides Dobson, the FFRF lawsuit also targets President Barack Obama. The case against the president is still ongoing. The court has stated, however, that it cannot stop future presidential prayer proclamations from being issued.

The current lawsuit is being heard by the U.S. District Court for the Western District of Wisconsin. It was filed during the last administration but is now named Freedom From Religion Foundation v. Obama.

TOKYO (AFP) – Japan's Nissan Motor said Wednesday it would recall nearly 540,000 vehicles worldwide, most of them in the United States, due to brake pedal defects and faulty fuel gauges.

Nissan -- Japan's third-largest carmaker, and partnered with France's Renault -- said it plans "to inspect and, if necessary, repair brake pedal pins and fuel-gauge components on certain trucks and minivans".

"No accidents or injuries have been reported with these issues," it added.

The recalls also affect Canada, Mexico, the Middle East, Ukraine, Russia and Taiwan, Nissan North America said in a statement.

The models with faulty brake pedals are the Titan pickup trucks, the Armada and Infiniti QX56 SUVs and Quest minivans built between 2008 and 2010, the company said. Nissan plans to pull 178,916 units from US roads and another 25,869 in other countries to fix the brake pedal pins.

"When the pin loosens, the brake pedal gets wobbly. In the worst case, the brake pedal slips towards the outside and it becomes difficult to operate on the road," said Nissan spokesman Mitsuru Yonekawa.

The company said three customer complaints of brake pedal pins loosening and causing problems with braking had been reported in the United States.

Nissan said it inspected 6,000 vehicles following the first report in December but found no defects.

The fuel gauge defect recall covers the Titan, Armada and Infiniti QX56 built from 2005 to 2008, and the Frontier, Pathfinder and Xterra produced between January and March 2006 and between October 2007 and January 2008.

The problem affects 418,865 US vehicles and 53,253 elsewhere, Nissan said. Related article: Toyota fixing 1.3 million vehicles over oil leak

Both problems occur in some of the 2008 models of the Titan, Armada and Infiniti QX56.

"Vehicles at higher mileage levels may have fuel gauges which incorrectly indicate the amount of fuel in the tank. This may result in the vehicle running out of fuel while the gauge reads greater than empty," a Nissan statement said.

Until their fuel gauges are repaired, customers with affected vehicles are encouraged to maintain a fuel level of at least half a tank, it said.

Nissan blamed the manufacturing errors on its suppliers.

WASHINGTON – The Supreme Court appeared willing Tuesday to say that the Constitution's right to possess guns limits state and local regulation of firearms. But the justices also suggested that some gun control measures might not be affected.

The court heard arguments in a case that challenges handgun bans in the Chicago area by asking the high court to extend to state and local jurisdictions the sweep of its 2008 decision striking down a gun ban in the federal enclave of Washington, D.C.

The biggest questions before the court seemed to be how, rather than whether, to issue such a ruling and whether some regulation of firearms could survive. On the latter point, Justice Antonin Scalia said the majority opinion he wrote in the 2008 case "said as much."

The extent of gun rights are "still going to be subject to the political process," said Chief Justice John Roberts, who was in the majority in 2008.

At the very least, Tuesday's argument suggested that courts could be very busy in the years ahead determining precisely which gun laws are allowed under the Second Amendment's "right to keep and bear arms," and which must be stricken.

James Feldman, a Washington-based lawyer representing Chicago, urged the court to reject the challenges to the gun laws in Chicago and its suburb of Oak Park, Ill. Handguns have been banned in those two places for nearly 30 years.

The court has held that most of the rest of the Bill of Rights applies to state and local laws. But Feldman said the Second Amendment should be treated differently because guns are different. "Firearms are designed to injure and kill," he said.

The massive 8.8 earthquake that struck Chile may have changed the entire Earth's rotation and shortened the length of days on our planet, a NASA scientist said Monday.

The quake, the seventh strongest earthquake in recorded history, hit Chile Saturday and should have shortened the length of an Earth day by 1.26 milliseconds, according to research scientist Richard Gross at NASA's Jet Propulsion Laboratory in Pasadena, Calif.

"Perhaps more impressive is how much the quake shifted Earth's axis," NASA officials said in a Monday update.

The computer model used by Gross and his colleagues to determine the effects of the Chile earthquake effect also found that it should have moved Earth's figure axis by about 3 inches (8 cm or 27 milliarcseconds).

The Earth's figure axis is not the same as its north-south axis, which it spins around once every day at a speed of about 1,000 mph (1,604 kph).

The figure axis is the axis around which the Earth's mass is balanced. It is offset from the Earth's north-south axis by about 33 feet (10 meters).

Strong earthquakes have altered Earth's days and its axis in the past. The 9.1 Sumatran earthquake in 2004, which set off a deadly tsunami, should have shortened Earth's days by 6.8 microseconds and shifted its axis by about 2.76 inches (7 cm, or 2.32 milliarcseconds).

One Earth day is about 24 hours long. Over the course of a year, the length of a day normally changes gradually by one millisecond. It increases in the winter, when the Earth rotates more slowly, and decreases in the summer, Gross has said in the past.

The Chile earthquake was much smaller than the Sumatran temblor, but its effects on the Earth are larger because of its location. Its epicenter was located in the Earth's mid-latitudes rather than near the equator like the Sumatran event.

The fault responsible for the 2010 Chile quake also slices through Earth at a steeper angle than the Sumatran quake's fault, NASA scientists said.

"This makes the Chile fault more effective in moving Earth's mass vertically and hence more effective in shifting Earth's figure axis," NASA officials said.

Gross said his findings are based on early data available on the Chile earthquake. As more information about its characteristics are revealed, his prediction of its effects will likely change.

WASHINGTON – Two thousand federal transportation workers were furloughed without pay on Monday, and the Obama administration said they have a Kentucky senator to blame for it.

Federal reimbursements to states for highway programs will also be halted, the Transportation Department said in a statement late Sunday. The reimbursements amount to about $190 million a day, according to the House Transportation and Infrastructure Committee.

The furloughs and freeze on payments were the result of a decision last week by Republican Sen. Jim Bunning to block passage of legislation that would have extended federal highway and transit programs, the department said. Those programs expired at midnight Sunday.

The extension of transportation programs was part of a larger package of government programs that also expired Sunday, including unemployment benefits for about 400,000 Americans.

Bunning objected to the $10 billion measure, saying it would add to the budget deficit. He didn't respond to a request Monday for comment.

The impasse has provided the administration with an opening to excoriate Republicans for allowing popular programs to run out, even if only for a short time.

"As American families are struggling in tough economic times, I am keenly disappointed that political games are putting a stop to important construction projects around the country," Transportation Secretary Ray LaHood said in a statement.
