Fukushima No. 2 reactor temperature rises to 82 C

Tokyo Electric Power Co. said Sunday the temperature at the bottom of the No. 2 reactor at its crippled Fukushima Daiichi nuclear plant rose further to 82 C, but the reactor has not gone critical.

While the thermometer reading at shortly after 2 p.m. marked a new high since the reactor attained a cold shutdown in December, the utility said it has confirmed that sustained nuclear reactions are not taking place in the reactor as no radioactive xenon has been detected inside its containment vessel.

Tepco reported the latest development immediately to the Nuclear and Industrial Safety Agency of the Economy, Trade and Industry Ministry as the temperature exceeded the limit of 80 C designated by the company's safety regulation for maintaining a cold shutdown, it said.

It is considered desirable to keep the temperature below 80 C, while the bottom of a reactor pressure vessel must be kept below 100 C in a stable cold shutdown, in view of the margin of error of thermometers, according to Tepco officials.

Tecpo plans to increase the amount of water injected as a coolant by 3 tons per hour and pour 1 ton of boric acid later Sunday to prevent any event of criticality.

As a reason for what is causing the temperature rise, Tepco said it is possible the water flow is unstable and thus failing to cool the reactor stably, while also saying it will check the thermometer for any irregularities. The temperature was measured at 78.3 C at 10 a.m. and fell to 75.4 C at 11 a.m.

The decline occurred after Tepco on Saturday night increased the amount of water being injected into the reactor to 14.6 tons per hour from 13.6 tons, after seeing the temperature rise to 73.3 C at 9 p.m. It reached 74.9 C at 11 p.m. Saturday. The temperature readings began rising on Feb. 1.

One of the three thermometers at the bottom of the reactor's pressure vessel stayed between 67 C and 71 C from Friday evening to Saturday evening after hitting 73.3 C on Monday.

Readings from two other thermometers that check the temperature at the bottom of the No. 2 reactor vessel were around 35 C, Tepco said.

Israel is believed to be locked in a wider covert war with Iran, whose nuclear program has been beset by apparent sabotage, including the unclaimed killings of several Iranian nuclear scientists, most recently in January.

Prime Minister Benjamin Netanyahu blamed both Iran and Hezbollah, accusing them of responsibility for a string of recent attempted attacks on Israeli interests in countries as far apart as Thailand and Azerbaijan.

The current prime minister, Benjamin Netanyahu, would also need ministerial backing, from his 15-member security cabinet, should he seek to attack Iran, despite Washington's warnings of the risks to the global economy and U.S. regional interests.

Precedents such as the bombing in Iraq and a similar 2007 sortie against Syria, suggest that Netanyahu, fearing for operational secrecy given Israel's talkative political culture, would count on the reduced government forum to represent cross-partisan agreement on any risky mission against Iran.

Much would hinge on whether he would deem striking Iranian nuclear sites an "operation" and thus sidestep a decade-old Israeli law requiring the full cabinet ratify the launching of a war.

"In the State of Israel, any process of a military operation, and any military move, undergoes the approval of the security cabinet and in certain cases, the full cabinet," Vice Prime Minister Moshe Yaalon said on Sunday when asked in an interview how a green-light to attack Iran might be given.

"In any event, the decision is not made by two people, nor three, nor eight," he told Israel's Army Radio on Sunday, alluding to media speculation that Netanyahu might make do with conferring with his defense minister, or with the foreign minister as well, or with his eight-member inner council.

U.S. President Barack Obama, with whom Netanyahu has had a frosty relationship, said on Sunday he did not believe Israel has made a decision on a course of action towards Iran. Washington, Obama said, was not taking any options off the table to prevent Iran from becoming a nuclear power.

Tehran says it is enriching uranium for peaceful purposes and has accused Israel, widely believed to have the only nuclear arsenal in the Middle East, of hypocrisy. It has threatened to wipe Israel out and, more recently, to retaliate against U.S. and European sanctions on its finances and oil sales.

'Panetta believes Israel will strike Iran soon'

US defense secretary estimates Israel likely to strike Iran between April and June – before it reaches 'zone of immunity' in development of nuclear bomb, Washington Post columnist David Ignatius says

US Defense Secretary Leon Panetta believes that Israel is likely to strike Iran in the coming months, Washington Post columnist David Ignatius said Thursday.

"Panetta believes there is strong likelihood that Israel will strike Iran in April, May or June – before Iran enters what Israelis described as a “zone of immunity” to commence building a nuclear bomb," Ignatius wrote.

Asked by journalists whether he disputes the report, Panetta said, "No, I'm just not commenting."

He added, "What I think and what I view, I consider that to be an area that belongs to me and nobody else."

He noted that Israel has stated publicly that it is considering military action against Iran, adding that US has "indicated our concerns."

Panetta, along with US President Barack Obama warned Israeli officials against opting for a military offensive in Iran, saying it would jeopardize the international sanctions program and other non-military efforts to stop Iran from crossing the nuclear "red line."

Even so, Ignatius claimed that senior officials in the Obama administration have yet to decide how to respond if an Israeli military strike materializes.

The columnist states that "Israeli leaders are said to accept, and even welcome, the prospect of going it alone and demonstrating their resolve at a time when their security is undermined by the 'Arab Spring'."

Another strike in a few years

The Israeli scenario, according to Ignatius, is a five day limited offensive, followed by a UN-brokered ceasefire. The relatively light damage that is expected to be inflicted on Iranian nuclear facilities will require Israel to stage another offensive a few years down the line.

Ignatius notes that American officials see two possible options to dissuade Israel from attacking: Serious talks with Iran – including full access and supervision over its nuclear program – or increased US covert operations that will undermine the nuclear program to the extent that Israel is convinced an attack is no longer necessary.

However, such options might be in vein because Prime Minister Netanyahu has already made a decision to attack in the next six months, Ignatius claims.

Local and regional law enforcement and intelligence officials in U.S. and Canadian cities, including New York, Los Angeles, Philadelphia, and Toronto have been monitoring the situation closely for several weeks, and have stepped up patrols at Israeli government locations and Jewish cultural and religious institutions. They have issued awareness bulletins reminding officers to stay vigilant.

Philippe Grandjean, MD, DMSc, from the Harvard School of Public Health and his colleagues evaluated 656 children born at the National Hospital in the Faroe Islands, a country located in the Norwegian Sea, between 1999 and 2001. This study location was considered ideal because people living in the region consume lots of fish, which is closely associated with high intake of PFCs.

The team measured blood serum levels of antibodies for tetanus and diphtheria toxoids in the children at ages five and seven, and compared these levels to those of various PFCs. Perfluorooctane sulfonic acid (PFOS) and perfluorooctanoic acid (PFOA) were found to be in the highest concentrations compared to all other PFCs, and were directly associated with lowered antibody counts.

A two-fold increase in PFOS exposure among five-year-old children, for instance, was associated with a 39 percent reduction in anti-diphtheria antibody concentration. And in seven-year-old children, a two-fold increase in PFOA exposure was associated with a 36 percent and 25 percent reduction, respectively, for tetanus and diphtheria antibodies.

"The perfluorinated compounds (PFCs) are highly persistent and cause contamination of drinking water, food, and food chains," wrote the authors. "If the associations are causal, the clinical importance of our findings is therefore that PFC exposure may increase a child's risk for not being protected against diphtheria and tetanus, despite a full schedule of vaccinations."

PFCs are everywhere, as evidenced by a 2004 US government study which found the chemicals in a shocking 98 percent of blood samples taken from a large pool of Americans. So if the chemicals really do inactivate vaccine potential by disabling antibodies, then vaccines may have been shown once again to be medically useless for most Americans.

At the same time, PFCs are also likely responsible for lowering natural antibody counts as well. The Obama administration finalized a rule Thursday governing the management of 193 million acres of national forests and grasslands, establishing a new blueprint to guide everything from logging to recreation and renewable energy development.

The guidelines — which will take effect in early March and apply to all 155 national forests, 20 grasslands and one prairie — represent the first meaningful overhaul of forest rules in 30 years. The George W. Bush administration had issued a management-planning rule for national forests in 2008, but a federal court struck it down the next year on the grounds that it did not provide adequate protection for plants and wildlife.

In announcing the new procedures, Agriculture Secretary Tom Vilsack said they were crafted to enhance the nation’s water supplies while maintaining woodlands for wildlife, recreation and timber operations. The lands provide 20 percent of the nation’s drinking water, according to the U.S. Forest Service, an agency of the Agriculture Department.

“Restoration is the philosophy, with a focus on forest health and our water,” Vilsack told reporters in a conference call, adding that the rules require that planning decisions be “driven by sound science.”

The debate over how best to manage forests — especially in regions such as the Pacific Northwest — has pitted timber companies against environmentalists and some scientists for decades. On Thursday, administration officials emphasized that they had sought input from an array of constituencies to develop a plan that could minimize these public disputes.

“We expect to see much less litigation with this process,” said Forest Service Chief Tom Tidwell.

The rule will serve as the guiding document for individual forest plans, which spell out exactly how these lands can be used. While these plans are updated periodically, Vilsack noted that half are more than 15 years old.

Michael Goergen, executive vice president and chief executive of the Society of American Foresters, said that given the scientific advances in the past three decades, “we need to put that knowledge to work and outdated rules aren’t going to help us. The new rules should be given a chance to work.”

Several environmentalists and scientists praised the guidelines, which were revised to include additional scientific safeguards after the department received 300,000 comments. But they cautioned that the rules gave local supervisors considerable discretion in their implementation.

“The vision is laudable, and this is no small shift in how the national forests will be managed, from one of commodity extraction into a vision of protection, restoration and water preservation,” said Dominick DellaSala, president and chief scientist for the Oregon-based Geos Institute.

Society for Conservation Biology policy director John Fitzgerald said the rule had “several weaknesses,” including the fact that it would “assume and not require the responsible official to show that the plan includes all practicable steps to conserve the full biological diversity” within a given forest.

Agriculture officials noted that the guidelines still compel managers to document how the “best-available scientific information” has guided decisions ranging from what areas should be logged to how officials are monitoring wildlife.

“We have 155 forests. They are not all alike,” Vilsack said. “That requires some flexibility and some acknowledgment of that uniqueness.”

Health and Human Services Secretary Kathleen Sebelius recently went ahead and approved last year’s decision to mandate that many religious organizations provide health insurance plans to their employees that include contraception, abortion-inducing drugs and sterilization coverage - and this must be done without charging a co-pay. In other words, Mr. Obama has done something that is ominous and unprecedented: compelling religious groups to embrace and subsidize free birth control. Catholic universities, hospitals and charities must either betray their fundamental social teachings or drop insurance coverage for their employees, thereby triggering massive financial penalties under Obamacare. The choice is simple: Abandon Catholic doctrine or go out of business.

The ruling will not simply devastate the Catholic heath care system and elaborate social network, which includes soup kitchens, adoption centers, immigrant services and parochial schools. It directly assaults and violates the conscience rights of Catholics. The church teaches that contraception is a sin, an immoral attempt to obstruct God’s will of when and whether human life should be created. It is the ultimate embodiment of pride: man trying to act as God. That is why opposition to birth control is at the heart of the Catholic faith.

The church teaches that the primary purpose of sexual activity within the sacred bonds of marriage is procreation - to perpetuate humanity from one generation to the next. For nearly 1,500 years, such thinking underpinned the Christian West. That was then; this is now. Since the 1960s, modern society is obsessed with contraception, abortion and sexual hedonism. The results have been declining birth rates and shrinking native populations. Literally, the West is dying. As the late Pope John Paul II put it, we are in the grips of “a culture of death.” Birth control is a key pillar. It is a seminal aspect of the socialist drive to establish a secular utopia - smash the traditional family by relentlessly advancing the sexual revolution. The pill and the condom are the hammer and sickle of cultural Marxism. Decades ago, the Vatican warned that birth control eventually would lead to the West’s demise. A civilization unable - and unwilling - to reproduce itself is doomed.

Yet even if one does not care a scintilla about the church’s stance on contraception, the ruling should frighten everybody - Christian and non-Christian. America was founded upon one key principle: religious freedom. The Pilgrims fled religious persecution. Our Founding Fathers deliberately created a republic banning an established church, such as England’s Anglican Church, and championed a nation where different religious denominations could exist - and flourish - without government harassment. Religious liberty lies at the core of American freedom. In fact, the Founders considered it so important that it comes before all other rights enshrined in the First Amendment. James Madison, the primary author of the Constitution, said, “Conscience is the most sacred of all property.” The Obama administration is telling Catholics that their conscience rights can be trampled with impunity. The state has the power to coerce people to support and pay for practices they find morally repugnant and contravene their fundamental religious beliefs. This is tyranny.

SEATTLE -- Alaska Airlines is ending decades of giving passengers prayer cards with their meals, saying Wednesday the decision was made out of respect for all passengers.

After 30 years of giving passengers spiritual words to reflect on while they eat their meals, the airline is retiring the prayer cards Feb. 1.

Airline spokeswoman Bobbie Egan said the airline heard from customers who preferred not to mix religion with transportation. The decision reflects respect for the diverse religious beliefs and cultural attitudes of Alaska Airlines' customers and employees, the company said in announcing the change.

"Some customers were comforted by the cards and some didn't feel religion was appropriate on the plane and preferred not to receive one," she said.

The cards began as a marketing ploy 30 years ago to differentiate the regional airline from its competitors. The company admits the idea was borrowed from another airline.

The cards offer a short except of a psalm from the Old Testament printed on a beautiful photograph. One current example includes this excerpt printed over a beach scene: "Give thanks to the Lord for He is good. His love endures forever."

A card with a mountain scene says, "I will be glad to rejoice in you; I will sing praise to your name O most high."

Since 2006, when the airline stopped offering meals to customers in the main cabin, the cards have only appeared on meal trays in first class.

For a long time, Alaska Airlines got more positive comments than negatives ones. But lately, opinion has shifted.

Egan said the decision was made out of respect for all of their customers.

"After carefully considering all sides, it was agreed that eliminating the cards was the right thing to do," Egan said.
